MANILA- Atty. Jay Art Tugade announced today his resignation as chief of the Land Transportation Office (LTO).
In a statement posted by the Presidential Communication Office (PCO), Tugade said there were “differences” in the methods of the DOTr and the LTO on how to “succeed in serving the public.”
“Even as DOTR and LTO both aim to succeed in serving the public, our methods to achieve that success differ. For this reason, I am stepping down, so Sec. Jimmy Bautista will have the free hand to choose whom he can work best with,” Atty. Tugada said.
“I will continue to root for the LTO’s success even as a private citizen because I will always share in Sec. Bautista’s belief that our offices can be a formidable force for good in our country,” he added.

His resignation comes after the controversy with regards to the shortage of plastic cards for driver’s licenses and the looming shortage of vehicle plates due to problems in the procurement process.
The resignation of Tugade will take effect on June 01.
