MANILA- In less than a year since she was seated as the representative of the third district of Leyte in the House of Representatives, Congresswoman Atty. Anna Victoria Veloso- Tuazon has already passed sixty (60) principal-authored bills and forty-four (44) co-authored bills.

Some of the significant principal-authored bills that she has passed are House Bill (HB) 00004 (An act providing protection to consumers and merchants engaged in internet transactions, creating for the purpose the electronic commerce bureau, and appropriating funds therefore; HB 01171 (An act promoting inclusive and sustainable economic development through the institutionalization of “One Town, One Product” Philippines program and appropriating funds therefor; HB 04605 (An act providing for the right of married women to retain their maiden surnames, amending for the purpose Article 30 of Republic Act No. 386, as amended, otherwise known as the New Civil Code of the Philippines; HB 05087 (An act mandating the integration of the National Building Code of the Philippines” as a major subject in the curriculum of the Bachelor of Science Degree Programs in Civil Engineering, Mechanical Engineering, Electrical Engineering, Sanitary Engineering, Electronics Engineering, and Architecture, and its inclusion as a topic in the licensure examinations for these professions; HB 06468 (An act establishing a green public procurement program for all branches of government); HB 06510 (An act providing for a new passport law, repealing for the purpose Republic Act No. 8239, otherwise known as the “Philippine Passport Act of 1996”; HB 06511 (An act creating the Eastern Visayas Development Authority (EVDA), defining its powers and functions, and providing funds therefor; HB 06552 (An act converting the San Isidro Satellite Campus of the Leyte Normal University (LNU) located in the municipality of San Isidro, province of Leyte, into a regular campus of the Leyte Normal University to be known as the Leyte Normal University- San Isidro Campus, and appropriating funds therefor); HB 06608 (An act establishing the Maharlika Investment Fund, providing for the management, investment, and use of the proceeds of the fund, and appropriating funds therefor); HB 07086 (An act granting tax exemptions and subsidies for the local film and music industries, amending for the purpose Section 140 of Republic Act No. 7160, as amended, otherwise known as the Local Government Code of 1991); HB 07240 (An act rightsizing the national government to improve public service delivery, and appropriating funds therefor); HB 07354 (An act establishing evacuation centers in every city and municipality, and appropriating funds therefor); HB 07363 (An act promoting entrepreneurship by establishing a sustainable financing program for micro and small enterprises through the pondo sa pagbabago at pag-asenso program, and appropriating fund therefor); HB 07370 (An act creating a tripartite council to address unemployment, underemployment, and the job-skills mismatch problem in the country, and appropriating funds therefor); HB 07400 (An act institutionalizing an enterprise-based education and training program to strengthen technical-vocation education and training and appropriating funds therefor); HB 07540 (An act strengthening the special program in creative arts for junior and senior high school, and appropriating funds therefor); and HB 07939 (An act rationalizing the disability pension of veterans, amending for the purpose Republic Act No. 6948, entitled, “An act standardizing and upgrading the benefits for military veterans and their dependents,” as amended).

Almost all of the principal-authored bills of Congresswoman Veloso- Tuazon have already passed the third and final reading and have already been transmitted to and received by the Senate.   

Aside from the principal-authored bills, some of Congresswoman Veloso- Tuazon co-authored bills has already been approved by the House and already received by the Senate just like HB 00027 (An act establishing a national energy policy and regulatory framework for facilities utilizing waste-to-energy technologies); HB 06444 (An act regulating the use of treatment technology for municipal and hazardous wastes, repealing for the purpose Section 20 of Republic Act No. 8749, entitled “The Philippine Clean Air Act of 1999”); HB 0363 (An act promoting entrepreneurship by establishing a sustainable financing program for micro and small enterprises through the pondo sa pagbabago at pag-asenso program, and appropriating funds therefor); HB 07370 (An act creating a tripartite council to address unemployment, underemployment, and the job-skills mismatch problem in the country, and appropriating funds therefor); HB 07387 (An act expanding the services of the Philippine Crop Insurance Corporation and encouraging private sectors participation in agricultural insurance, further amending Section 1 and Section 3.11 of the Presidential Decree No. 1467, creating the Philippine Crop Insurance Corporation, as amended); HB 07393 (An act regulating the use of financial accounts); HB 07400 (An act institutionalizing an enterprise-based education and training program to strengthen technical-vocational education and training and appropriating funds therefor); HB 07412 (An act establishing a college of medicine in the Visayas State University (VSU) located in the city of Baybay, province of Leyte, to be known as the Visayas State University- College of Medicine, and appropriating funds therefor); and RBH 0006 (Resolution of both houses calling for a constitutional convention to propose amendments to, or revision of, the 1987 Constitution of the Republic of the Philippines.

Cong. Veloso- Tuazon also co-authored some pending bills in the house which are also important such as HB 00026 (An act regulating the production, importation, sale, distribution, provision, use, recovery, collection, recycling, and disposal of single-use plastic products); HB 00029 (An act promoting the development of the Philippine downstream natural gas industry, consolidating for the purpose all laws relating to the transmission, distribution and supply of natural gas, and appropriating funds therefor); HB 02097 (An act granting free vaccination for all senior citizens, amending for the purpose Section 4 of Republic Act No. 7432, as amended by Republic Act No. 9257, further amended by Republic Act No. 9994, otherwise known as the “Expanded Senior Citizens Act of 2010,” providing funds therefor, and for other purposes); HB 06365 (An act establishing a legal scholarship and return service program for deserving students, and appropriating funds therefor); HB 07077 (An act providing for the legal framework and mechanisms for the creation, operation, administration, and coordination of special agricultural growth zones in the Philippines, creating for this purpose, the Philippine Agricultural Growth Zone Authority, and for other purposes); and HB 07105 (An act promoting the Development of the Bamboo Industry by strengthening the Philippine Bamboo Industry Development Council, creating the Bamboo Industry Research and Development Center, providing incentives for bamboo plantation development, and appropriating funds therefor).

Some of the principal authored bills and co-authored bills of the representative in the third district of Leyte are being discussed already in the Senate wherein some of these are expected by the House to be approved also by the Senate and signed into law by President Ferdinand “Bongbong” Romualdez Marcos Jr.

Currently, Cong. Veloso-Tuazon is the Vice-Chairperson of the Committee on Climate Change, Committee on Revision of Laws, and Committee on Sustainable Development Goals. Aside from these, she is also a member of the majority for the Committee on Accounts, Committee on Constitutional Amendments, Committee on Energy, Committee on Foreign Affairs, Committee on Trade and Industry, Committee on Transportation, and Assistant Majority Leader for the Committee on Rules.
